Because these chair covers do not cover the bottom of the chair, can they protect the chair from bugs? If not, is there another product which would cover - in addition to the top and sides of a chair - the bottom as well? Merci.

A chair cover would likely be better because it will form fit the chair more so than the quilted pad. However, it does matter what you're protecting the chair from.
